Led by Mayors A C Wharton and W.W. Herenton, with partnership from the City Council, County Commission and business community, this initiative will help ensure Memphis and Shelby County governments make the most of our tax dollars

Strategies

The following are strategies set for Memphis and Shelby County governments to operate efficiently with high-quality services:

  1. Shelby County government continues to update and execute Five-Year Strategic Financial and Management Plan.
  2. Memphis City government executes recommendations in City of Memphis Efficiency Study.
  3. Memphis and Shelby County governments continue to identify opportunities for shared services.

City of Memphis Plan

In 2006, Mayor W.W. Herenton and the Memphis City Council initiated a comprehensive analysis of city operations, encompassing facilities management and service delivery, fiscal practices, and administrative functions. The purpose of the study, which was conducted by an outside firm, was to identify opportunities for increasing efficiencies and better return on tax dollar investments, and develop recommendations for action. Several strategies were recommended for possible streamlining of operations.

Shelby County Plan

In early 2004, Shelby County Mayor A C Wharton and the Shelby County Board of Commissioners undertook the first ever Five-Year Strategic Plan and Efficiency Study for Shelby County Government. In so doing, they took a hard look at the financial realities within the county and planned for lean government, progressive policy and overall stability. The result is a roadmap that identifies opportunities to streamline government and to diversify revenue and implement progressive policy that will restore and maintain fiscal health.
